The plasma-maser process including electrostatic waves propagating obliquely to an external magnetic field is studied. It is shown that the results based on the linear response theory agree with the previous standard results obtained by M. Porkolab and R. P. H. Chang (Phys. Fluids 15 (1972) 283). It is found that the polarization term for a magnetized plasma gives a finite contribution to the plasma maser in contrast to the case of an unmagnetized plasma, and that the results for the magnetized plasma reduce to those for the unmagnetized plasma in the limit of zero magnetic field. There does not exist discontinuous jump between the expressions for the unmagnetized and magnetized plasmas.
