We derive a kinetic equation for a charged Fermi liquid at arbitrary degeneracy,with the collision term which takes account of the strong exchange and Coulomb-correlation effects in the static approximation to the local-field correction. The kineticequation is applied to the calculation of the shear viscosity in the electron liquids atmetallic densities,
