Frequency and wave-vector dependent dielectric tensor of a drifted plasma in a magnetic field is valculated in the framework of the macroscpoic diffusion equations. The dynamic form factor S(k,ω) is then evaluated, which may give an adequate description of correlations in large distances and long time separations. The diffusion mode, which characterizes the hydrodynamic excitations and correlations of the plasma, is investigated. Another mode of density fluctuation excitations arising from Cherenkov emission of the ion cyclotron waves is also studied together with the associated instabilities.
