A two-fluid energy principle is developed that leads to sufficient conditions forthe low frectuencv stabilitv of an axisvmmetric, field-reversed ion rinu immersed ina dense, background plasma. It is assumed that the ion ring is described as therigidly rotating fluid with finite temperature while the background plasma as thestationary fluid. The stability condition is approximately given by the potentialenergy Wag, g.)>0, where 8. and lg. are the displacements ccf the ring and thebackground plasma, respectively.As an application, the stability condition for kink modes of a long ion layerimmersed in a cold background plasma is examined in detail in order to comparethe existing theories with the present theory.
