The linear stability of two immiscible viscous flowing between horizontal planes is studied, the gravity and the surface tension being taken into account. The grvity and the surface tension have an important role at small Reynolds number. In particular, the former is effective for small wave number. If the upper fluid is heavier than the lower fluid, fluid, the gracity destabilzes the flow, while the the surface tension stabilizes it. The instability is suppressed above value of the wave number for small Reynolds number for small Reynolds number limit. If the upper fluid is lighter, the gravity stabilizes the flow. Interfacial waves exist for some definite interval of the depth ratio of the fluids
