An anomalously large dielectric cot?sta?at ar'xd a long relaxation tirne along the chai?u axis werefirst observed in the paraelectric phase of a ferroelectric copolyuaaer of vinylidene fluoride andtrifluoroethylene. Dielectric, X-ray scatterirag and sluear sotrnd velocity sttrdies consisterttly shoxvthat the auuonaalous phenornena arise froun tlae charatcteristic raaotiota of a chaita rnolectrle of TGTG'chain conf'ormatiota in tlae crystal: tlae chain ir't tlue paraelectric phase rotates indeperadently ofneighboring chaizas, and, in the claain, a TGTG' seqtrence, wlaose leuagth increases arottnd tlaeCtrrie temperature, trtadergoes the flip-flop naotion. The crystal iz? the paraelectric pluase is aliqttid crystal of 10 liquid azad 2D solid.
