It is xvell-knoxvn tlt?rt ax cool field-aligned electron beatau stre?tznirag in a plasraaa C2111 destabilizeelectrostatic waves, in tlae freqtretacy raruges of 0< w< m7n(Q.,;.) anad mo.r(Q.,;.)< w< c;..).,xvhere w, Q., and w.? are time plasnaa, the electron cyclotrota, arad the trpper-hybrid ['reqtmencies, respectively. Althotrgh both the Landatr and cyclotron resonances lead to the generation of' thewaves, not tautrch attention has been paid to tlte xvave generation via tlae cyclotrora resonance. In this pajcer we coumpare the two types of interactions f'or lootla non-relativistic and relativisticelectron beazaas by considering a siztaple plasraaa raaodel which consists of uaaaina and bearaa electronsand b?tckgrotrnd tons. Tlae plasuaaa is charge netttral ?tnd ctrrret'nt carrying. Tlae linear theory lcasedon this unodel predicts that, xvlaexa the electrora bearaas are non-relaxtivistic, the xvaves are oeneratedpredonaitaantly via the Landattr interaction for a wide range of plasuna par?tuaaeters, except for alimited parrattaeter regitaae xvitla cool raa?tira electrons, D./w, >l, and ?'tt o1.cliqtre projcagatior'aangles. On the other hand, xvhen the bearaa electrons have relativisitic dri['t raaotnentuutn, thecyclotron intera'tctiora 1)(IIICOIII(28 unore iraaportant than the Landau interaction.
