Many educational problems in contemporary Japan concern deviant youth. But, they never directly reflect objective conditions, rather, they are the definitions of certain members of the society who have power. Deviance problems are the results of societal reactions on the macro-level. These issues have been discussed by the Labeling theorists. However, they have failed to make it clear that societal reactions are independent of the objectives toward which they are turned. They are caused by the reacting agents depending on their interests, values, and so forth. Deviance problems are constructed in a process of conflict and compromise between many groups that have different interests or values, and they are finally institutionalized. In some cases, deviance is criminalized and the 'deviants' are penalized. And recently, it is often medicalized and 'deviants' are medically treated. Deviance problems have some functions. They are not performed by removing alleged deviant behaviors, but by, for example, redefining social norms or bringing profits to the entrepreneurs who have made claims. Deviance problems are parts of deviance phenomena that include those who are defined as deviants, and the sociological approach to deviance problems contributes in part to the etiology of deviant behaviors. But, we must be aware that sociological research also contributes to the dogmatic institutionalization of this etiology.
