Taking account of the complicated dual nature of the non-leptonic phenomena in which strong and symmetry-breaking interactions play essential roles as well as primary weak interactions, we propose a systematic and steady phenomenological approach from the side of emphasizing a parallelism to strong hadronic scattering. The first step of this phenomenological approach (Part I) is attempted by the pole approximation only as a working hypothesis, taking octet-, decuplet- and Y_0^*-badryon poles as well as octet pseudoscalar, nonet vector and scalar k-meson poles. The parity-violating amplitudes agree better with the iλ_7-like effective weak interactions than λ_6-like ones. Moreover, in the case of iλ_7-type the background on which the "vector boson pole dominance" approximation holds is found to be the baryon pole damping similar to that in low energy S-wave πN scattering. On the other hand the parity-conserving amplitudes agree with experiment only through the λ_6-like effective interaction under the f/d ratio of weak interaction ξ_c that deviates from the f/d ratio of mass-splitting ξ_M. Some contradiction is found, however, in the ideal limit ξ_c=ξ_M which is expected on those theories that unify the λ_6-like parity-conserving effective weak interaction with the iλ_7-like parity-violating one. Thus it is suspected that the main part of parity-conserving amplitudes does not come from the graphs developed into the pole terms, at least in the same order symmetry-breaking as that giving a consistent solution for parity-violating amplitudes.
