Reggeization of the pion exchange amplitude with virtual photo-pion production is discussed. It is shown that the formulation is consistent with the electric Born term and that the electric Born dominance at small |t| is a natural consequence of the Reggeization of pion. FESR and the Reggeized pion suggest the electric Born dominance also for the natural parity exchange part. The application of the formulation to the process ep→eπ^±X is also discussed.
