The kinematical structure of the photo-reaction amplitude is studied for the case of a simple model. It is shown that the amplitude for the corresponding vector meson production amplitude can be constructed in such a way as to ensure the vector-meson-photon coupling based on the vector dominance model kinematically. The "gauge condition" for the massive vector meson implies a relation between the helicity amplitudes, and this can be parametrized when the partial wave expansion is made. The examples based on perturbation and Reggepole theories show that the formulation is consistent with the theory at all energies. It is shown that under a certain condition the experimentally tested "vector-dominance-model" relation between photo-production amplitudes and the corresponding vector-meson production amplitudes can hold to a good approximation.
