The quark mass ratios and m^<phys>_t consistent with the KM phenomenology based on the new `calculable' scheme of the quark mass matrix, the `calculable' M_<Matumoto> proposed in our previous paper, are investigated. The predicted ranges of m^<phys>_t for the various possible cases of V_<cb> and B_K are presented.
