In order to take the average over a random distribution of impurities on a rigorous basis, the Matsubara-Toyozawa theory of impurity band conduction is reformulated, and the one-electron Green's function and static conductivity are re-evaluated. An extension of the theory to cases in which the potential energy of an electron may fluctuate from site to site is also given.
