A new quasi-classical formula of the scattering cross section of a slow neutron is proposed. The formula satisfies the constraint of detailed balance and takes the recoil effect fully into account. When the dynamics of the target particles is described by the linear equation, the classical cross sections do coincide with those based on exact quantum mechanical calculations.
