An s-channel resonance model of baryons is presented on the basis of duality in the sense of finite-energy sum rule and the harmonic oscillator quark model. This model avoids unwanted parity doublets by introducing non-degenerate parity partners and also attempts to avoid ghosts. It is shown that peripheral resonances with the impact parameter ∼1 fermi dominate the imaginary part of amplitude thus constructed.
