A Landau type free energy for spin-glasses in random bond model with m-component spins is derived from microscopic calculation based on replica method in the mean field approximation. The phase diagrams for binary random bond mixture (J_A>0 and J_B≤0) are obtained, where the competition between spin-glass and ferromagnetic (antiferromagnetic) ordering depends on the ratio J_B/J_A and the concentrations of J_A and J_B. It is shown that the specific heat and the susceptibility have cusps and the nonlinear susceptibility diverges at the spin-glass transition point. An analytic solution of the free energy is also obtained in the Appendix for the vanishing limit of replica number n.
