A realistic model for the Pomeron is proposed on the basic of two mechanisms of multiperipheral and deffractive productions. It is a basis assumption in the model that the unitarity reflection from the multiperipheral component produces the 'bare' Pomeron pole and the 'elastic' Pomeron is clouded by the cut contributions from the diffractive component whose contributions are estimated by the inclusive data pp→pX. The model can explain satisfactorily the rapid increase of σ_<tot> at ISR energies. The behaviour of σ^<el> and dσ^<el>/dt can also be reproduced by the model.
