The changes in the occupational and industrial structure of employment have a impact on a social and organizational fragmentation of union movements. Blue—colar workers in manufacturing become a smaller minority within the labour movements. They had already lost their dominant position in the 70's. A scholar points out that unions in the 80's have faced four crises : of intrest aggregation : of employee loyalty : of representativeness : and of organizational sclerosis. In many countries the largest unions are now in the public sector. In Italy the three major union confederations (Cgil, Cisl, Uil) are challenged by new rank-and-file activist groups autonomous of the unions in the public sector. These new emergent groups (COBAS) have achieved significant success in challenging the bargain g posture of the major confederal leaderships. This paper argues what mean four crises above indicated of italian major confederations, tradional solidaristic trade unionism by the challenges of new, emergent groups.
