In the late-1980s, it's generally agreed, the Japanese software industries grew up quickly with rising demand for large-scale programs, and encountered the shortage of experienced programmers. Allmost all software firms reduced the income, some of small-scale firms went under with the growing recession and the rapid change of the technology after 1992. I argue how far the impact of these external economic and technological change results the transformation of organization and management. This paper represents my analysis of the small-scale firms on the basis of the results of our panel survey conducted in the 1991 and the 1996. The contrast between the two year is especially marked s o far as their employees' composition is concerned. There are a marked fall in the number of programmers employed, and a increase in the number of male college guraduates.
