Three authors S.Kitajima, S.Goto and T.Tkagi write this paper. S.Kitajima edits all of chapters and deal with the creation of IT industries through local governments related with managers organization of Ogaki City. S.Goto do with the promotion policise of Ogaki City related with National Development Plan, espeially Cities Construction plans along Tokai Free Way. She analyzes how their plans influence the promotion policise of Ogaki City. T.Tkagi focuses the changing structure of industries in Ogaki City. Structure of industries in Ogaki has been changing from textile industries to microelectronics industries and information ones. He pointed out this change was not only the end of free corporations behavior in market, but also influences of industrial promotion policise through TEAM 21 Plan making by managers related with local governments. S.Kitajima extracted the characteristic of community power structure in Ogaki from the history of sports organizations after world war II. Especially, the managers of 4 big corporations located in Ogaki had lectured young managers of small size enterprises to the scientific management and general education, and they arranged young managers for core roles of sports organizations to educate the boys and girls. Young managers called JUKU at that time which meant school. After they graduated JUKU, they succeeded managers of their own enterprises and same time came the core leaders in Ogaki, they occupied important roles of economic organizations and local government. This chapter deals with the facts above mentioned.
