The authors develop in this article a discussion on the present situation of measures for students with disabilities and measures against sexual harassment in national, public and private uilversities of Japan. The discussion proceeds on the basis of the data from a questionnaire addressed to the presidents of universities. All of 214 universities (45 national, 30 public, and 139 private) answered the questionnaire. About 60% of the universities admit disabled students in all of their faculties. The total number of the students with disabilities is 1044,91% are enrolled in private universities. Of these, students with physical disabilities are 70%. Most of the presidents show the necessity of both a public support system for students with disabilities and some measures against sexual harassment. Only six of the universities provide some measures against sexual harassment in all of their faculties, and three provide them on the faculty basis as well. Twentyseven universities, however, show their preparation. The increasing necessity for some measures against sexual harassment seems to be recognized from the fact that 55% of the universities consider "Much necessary" or "Comparatively necessary" as their response to the questionnaire. Some free opinions of the presidents support the necessity of measures against sexual harassment, but others find no necessity partly because any problem of this kind had never occurred in their universities. It seems that, university administrations assign a low order of priority to the issue of measures for students with disabilities and measures against sexual harassment.
