In this paper I consider a theory of class management and school management by Jingo SHIMIZU who was a teacher of Attachment Primary School of Nara Women's Higher Normal School, which is famous for a new school in Taisyo era, from 1911 to 1945. I would like to evaluate him as a practician who had ability to theorize about his practice. A mission of a teacher of an attachment school is practicizing a theory and theorizing the practice. Shimizu s writing spread among teachers in those days. In his theory of class management and school management Shimizu emphasize independence of homeroom teacher. At the same time he emphasize teacher's attitude which learns from children and with children. His view of children was appropriate one in conformity with development grade. He decided on his policy and principle for class management based on the view of children. He referred to a theory of school management of a schoolmaster, too. In the theory he insist on means to activate study for practice by homeroom teacher. I think his theory is very meaningful one also nowadays, because his theory contains valuable proposal for developing of education reform. I would like to deepen study of his practice as my future problem.
