A possible interpretation of the plasma confinement scaling in the Alcator experiment is presented. In the regime where V_c≤W_<*emax>, the diffusion coefficient is modified frome the pseudoclassical diffusion D_<p.c.> to D_<p.c.>(W_<*emax>/V_c)^2 due to the electron inertia effect. This Electron-Inertia diffusion shows τ∝na^2I^2T^<-7/2>_e and τ= 25ms for the experimental parameters if the numerical constant is taken as 1.2.
