We have experimentally confirmed an improvement of $Q$-value by mitigating the skin effect in an RF coaxial cavity. This was achieved by putting an insulated conductor foil on the lengthwise portion of the inner conductor of the cavity with the foil's end region raised by additinal spacer. By properly selecting the geometry and material of the layers, the $Q$-value at the 150 MHz resonance of the cavity was improved by 10%. The data have shown good agreement with the 2-dimensional simulation results.
