The Japanese Container and Packaging Recycling Law has been criticized for not leading to the prevention of waste. This paper analyzes factors in the generation of packaging wastes for three types of beverages, decomposing the factors into: changes in population, consumption level of beverage, selection of container material, and beverage container weight per beverage volume. Results showed that although the unit weight of beverage containers has decreased, three factors have offset the effect of the waste reduction. These factors are an increase in the consumption of beverages, a shift to different packaging materials, and increased weight of containers per content volume.
