Traffic congestions in local cities are caused by concentration of car commuters into specific local points in time and space. Staggered working hours (SWH) that promote temporal dispersion of commuting traffic seem effective in easing the congestions in morning rush hours. The local cities that have often applied packaged TDM measures which jointly combine SWH with another effects. It is important to evaluate the effects of introduction of TDM in advance, however there is relatively less method to forecast and evaluate the packaged TDM measures. This paper aims to propose a measure that investigates feasibility of introduction of TDM, and to develop a convenient method to evaluate introduction of packaged TDM measures by considering synergy/counterbalance effects. As an empirical study, the effects of the measures, combining SHW with park and ride are evaluated in two typical local cities.
