When describing any educational program, it is necessary to put it in the context of the whole educational system. Keeping this in mind, this paper describes the general framework of the Canadian educational system and the second language teaching conducted in that framework. In doing so, the paper first refers to the decentralized nature of the Canadian educational system, focusing on the vital roles played by local school boards. Secondly, it describes FSL (French as a Second Language) programs with a special focus on French immersion programs which are now attracting a lot of attention from educational circles throughout the world, not only as an innovative and successful approach to foster communicative competence in a second language but also as an important alternative of primary education. Finally, the paper refers to some of the major influences the immersion programs are exerting on the Canadian educational system.
