In 1998, the National Literacy Strategy (NLS) was implemented with the aim of raising standards of literacy in England. The initial 5-year term objective aimed for 80% of 11-year olds to reach the standard set out by the Government by 2002. This year the results of this objective will be released, hence making it a particularly important year for the NLS. This paper first sets out the language learning philosophy of The National Literacy Strategy Framework for teaching (NLFT). Secondly, it analyses both how this philosophy is substantiated in the framework by examining the three structural levels of NLFT (word, sentence and text) and how these levels relate to each other. Through examination of the "Literacy Hour" in the classroom and past studies, the paper discusses the potentials/advantages and limitations of NLS. The paper concludes with implications for Japanese literacy education.
