This text verifies the educational reform of Shinagawa with regard to the case about the role of the board of education in the municipality educational reform. The starting point of the educational reform of Shinagawa was the "Four pillars" that had been presented to the board of education when superintendent of education Wakatsuki assumed the position. However, it came to have to receive the request of the former mayor of the ward, and to work on the measure related to making the attendance area flexible. There is a problem with the partnership of the mayor and the superintendent of education in the present system. When the curriculum of educational continuity from primary through early secondary levels was developed, the ideas of the superintendent of education, scholars, and teachers on the site were gathered together, and were examined in concrete form in the pilot school for research purposes and the curriculum making departmental meeting. The role that the teacher's consultant of the teaching job should play as the coordinator is large. Additionally, the cooperation of local official with the staff of the municipality who was the administrative officer was an overarching point. The system-making that the guidance of the board of education that presses the school reform can be demonstrated is requested from the municipality.
