It is generally pointed out that there are many interventional problems in school, including academic achievement, bullying, school phobia, school violence, juvenile delinquency, developmental disorders and so on. Ministry of Education, Culture, Sports, Science and Technology in Japan (MOECSST) decided to introduce school counselors into public schools since 1995 in order to solve these psychological problems. The purpose of this study was to discuss conditions in which this approach was valid and would have some utilities for juvenile delinquentes and academically dropout students. At the same time, another approach, that is a school-based mentor system, was also discussed. Effects of school-based mentoring in U.S.A were reported and elements of effective mentoring practice were discussed.
