In this paper, the interaction between expenses for educational computing and the effect of teacher training was examined to clarify the current state and problems of in-service training for teachers in coping with the information age. The expenses were converted into opportunity, cost not only to make it easy to compare this study with others, but to obtain useful results for the solution of certain problems. As a result, the following four problems became clear. First, the rate of training cost is only about 6%, which is much smaller than that of hardware and software. Moreover, this rate tends to decrease. In conclusion, teacher training for educational computing does not catch up with the popularization of computers in elementary schools and junior high schools. Secondarily, the cost effectiveness of teacher training will be considerably improved only if there is a reformation in the recognition of what educational computing can achieve. The reformation of this recognition means wiping out their feeling of dislike towards computers and improving interest in educational computing. For the achievement of this reformation, at least 17 hours is neccesary for teachers to participate in current training. Thirdly, the degree of contribution of in-service training to teacher technological acquisition is low. More than half of them learn the technique of educational computing during other opportunities than in-service training. Finally, it can be forecast that a considerable sum will be needed for in-service training for teachers in the future. Currently most of the cost is imposed on teachers. In spite of the need to increase the participation time of training, an increase in teachers' load, such as spending much time for training must be avoided. It is a dilemma for teachers. To solve the above four problems, it will be indispensable to make teacher training more efficient. Concretely, the use of new technologies such as satellite communications, implementation of low-cost training in schools, and wiping out prejudices against educational computing in pre-service training are strategies that are called for in the future.
