Since Gorvachev proclaimed the establishment of a lifelong education system in the 27th Congress of the Communist Party of the Soviet Union (1986) and Ligachev declared its necessity in the Plenum of the Central Committee of the Soviet Union Communist Party (Feb. 17th 1988), it has become a main task of the educational policy. After this, the basic guideline for lifelong education policy was clarified repeatedly by some decisions on the "Perestroika" on education and worker's training. As many soviet educators and researchers argue, however, even now the concrete content of lifelong education system isn't clear. The outline is shown by the document "concept (kontseptsiya) of lifelong education" which was adopted in the 1st congress of the USSR State Committee for Public Education and All-Union Soviet of Public Education (Mar. 18 1989). Although this document describes the necessity and ideal of lifelong education clearly, it roughly refers to the system and roles of its administration On the other hand, as public administration including educational administration is also in the midist of perestroika, the whole system is not decided yet. So it is very difficult to comprehend the functions of administration related to lifelong education in detail. Nevertheless some of the administrative organization are described as follows: At the Federal level, both Bureau of Social Development under the USSR Council of Ministers and the USSR State Committee for Public Education perform the national policy of lifelong education and coordinate local ones. At the Republic and the local level, "Committee of Lifelong Education" which is under the Council of Ministers of each Republic or belongs to the local Soviets of People's Deputies is to be organized. At local level, the Soviet of Public Education as well as this Committee has to create, conduct and develop the local formation of lifelong education system. But the relationship among the two organizations is still vague.
