The purpose of this research study was to understand the bases for establishment of attending school area regulation. In addition, to clarify the reasons and the procedures for amending this regulation. This research was conducted by questionaries within all cities, districts and townships in Tokyo (with exceptions of Tokyo islands), however in some parts of Tokyo, personal interviews were conducted in conjunction with qustionaries. As the result of the research, the followings have been cleared. 1) Concerning the partition regulation of the attending school area, it was clarified that in 23 wards of Tokyo, they took the patern which stands on 「the former name of the town」, but in the cities of Tokyo, the patern which stand on the 「New town adress」 was often taken. In the case of taking the patern: 「the former name of the town」, it has sometimes caused the inconvenience that the attending school area and the adress where the children really live do not always correspond. 2) Concerning the reason for amending the attending school area requirement, the reason for amending mainly comes from because of establishing new schools. This is considered that the amendment is hardly conducted with certain reasons (with exception of the above reason). For example, the reason for the correspondance of the attending school area and the residential address, or the reason for the traffic problems. 3) When amending the school area requirement many problems would be conducted. This would prove the clifficalties of conducting to amend the attending school area regulations. 4) The munisipalites which organize 「the council」 for amending the attending school area requirement only occupy about 30 percent in Tokyo. This shortage shows the regulation for amending the attending school area is not eitablished systematically. 5) Two municipalities plan to organize 「the council」 in future (They will occupy 44% in Tokyo). Although the percentage shows small, about 30 percent of the people concerned think the necessity of its establishment.
