The local-government exchanges are expanding within Northeast Asia from China, Japan and South Korea, and going beyond the national frameworks. However, the partners for such friendly relationships are disproportionately concentrated in Northeast Asia and the U.S. This paper analyses attributes of sister cities of Japan, China and Korea. Especially it focuses on political relations between central and local government in China, because the Chinese political system is characterized by a communist regime and extremely falls behind decentralization. The paper is founded on the hypotheses that immature decentralization of the Chinese political system has a great influence on local-government exchanges in the field of economy in Northeast Asia. Such exchange activities are concentrated on economy in nature in response to the prioritization of the developmental policies and growth jointly pursued by both national and local governments, and has not reached the citizen-level exchanges across national borders.
