In recent years, there has been increased potential for conflicts of interest in the financial sector. The reasons include rapid progress in financial liberalization, securitization and globalization, and the fact financial institutions are now able to deal in a wide range of business activities. But we must not neglect the intrinsic potential for conflicts of interest in the financial sector, for example, between bank lending and the underwriting of securities, between the underwiting and selling of securities, between dealing in and brokering securities, and so on. Though many schemes have been designed to avoid these conflicts ("Chinese walls," disclosure of accounts, prohibitions against insider trasactions, etc.) it is most important to secure free markets under the close observation of regulators, and with strict penalties for violations. This essay pursues the mechanism of conflicts of interest in parallel with the progression of financial liberalization.
