Nowadays the activities of NPO have been flourishing and have been payed attention very much. NPO has been regarded as the third sector next to the private sector and public sector. The first object of this essay is to examine its notion because it has not been estabilished accurately and has been misunderstood. The second is to make it's scale and functions clear as it has been overexpected. The third is to assign it the proper place among the private sector and public sector, reviewing many articles in the 'NFU' (Vol 51).
