• This paper intend to appear the theoretical flame of establishing a historical study in the social welfare. Generally, a historical analysis is essencial in the social sciences. The system and function of the present society are the present issues and simultaneously are conclusions of the past. Therefore, whenever we try to analyse present issues scientifically, we must analyse them historically. So, we must study historically the social welfare which is an important product of the present society. In this paper, I will explain three points of the theoretical basis in the establishment of social welfare history. First I explain a method of social welfare history. Especially, I think much of the unity of the internal way and the external way on the historical analysis. This is natural for the historical analysis, but I am disappointed that this is not natural for the analysis of the social welfare. Secondly, I explain about the content of the social welfare history. In this point, I especially want you pay attention to the development of the social human rights. Thirdly, I explain on the steps of the development on the historical study of the social welfare. Social welfare are divided into the three steps. I theoretically arranged the point at issue in order to advance the historical study on the social welfare. It is natural that the historical study should is based on the historical materials. But the historical materials without theory is as if a ship went to sea without having a compass. Therefore, I propose to arrange the point at issue theoretically, because I think much of the historical materials.
