• In case of discussing social welfare of one nation, we have to deal with two related aspects. One is "social welfare" as institutions or policy, and the other is "social work" as professional methods or education. Social welfare is affected by the political idea of the government, so to understand its trend, we will review from 1960s. It was the era of liberalism in 1960s, and many social services were founded. They were Economic Opportunity Act, Medicare, Medicaid, Older Americans Act, and so on. It is a matter of course that large sum of federal fund was invested. In 1975, Title XX of Social Security Act was enacted. This is based on the ideas of "new federalism" and "separation of services," and federal fundwas allocated as block grants. It was the era of conservatism in 1970s and 80s so far. The principal policy of social welfare of Reagan Administration is "Recondideration of Social Welfare" based on Neo-Conservatism. The other important aspect, social work, is discussed in relation to NASW, CSWE, and Social Work Methods. NASW is a professional group and guided its members in their ethics and professional methods. It expressed "advocacy" in 1960s, and "accountability" in 1970s. We guess that the next task will be "efficiency." As you recognized they are affected by their societal environment, CSWE has accredited and controled the curriculum of schools of social work. Among them, the typical and important curriculum is the following. General areas are Human Behavior and Social Environment, Social Welfare Policy and Services, Practice Methods, Research and Evaluation, and Field Instructions. Based on them, advanced divisions are constructed: CAPE or OP/A and IP or DS. Since the late of 1960s, many theorists has proposed practice theories. For example, they are G. Hearn, H. Bartlett, H. Goldstein, A. Pincus and A. Minahan, G. Compton and B. Galaway and others. In general, they intended to construct new practice theory, integration of social work methods, based on systems theory. We know there is much endeavour to improve social work method to cope with complex societal environment. Adminitration, Planning and Research are important methods today, and among them Research will become the most important one. We would like to place our hope on some new approaches of research-Personal Intervention Model (Mullen), Social R&D (Rothman) and DR&U (Thomas). Research will be the key factor of social welfare in the near future.
