This paper proposes a novel approach toward an efficient mobile phone based traffic estimation system. Different from existing ones, this system does not rely on any expensive, narrow coverage and sensitive with malfunction road-side fixed sensor, but only the mobile phones are utilized. In this traffic estimation framework, mobile phones play major roles from real-time traffic data collection, local data processing to the dissemination of traffic information. Here, several emerging issues such as the issues on controlling data transmission load, classifying vehicles for improving the accuracy and the scalability, detecting congestion areas as well as quantifying congestion levels, etc., had been resolved. The experimental results reveal that the proposed system is effective and efficient which can be feasibly applied in a real world application. In additions, the quantification model can be developed as a tool for other work in this field in quantifying traffic states.
