• This study analyzes the cities' population changes from the year 2000 to 2005 based onthe Statistical Analysis of Population Census as of 2005, conducted by the StatisticsBureau of the Japanese government. The cities are classified by population sizes of fiveranks. Rank 1, 2, 3, 4 and 5 represent 700 thousand and more, 300~700 thousand, 200~300thousand, 100~200 thousand and 50~100 thousand, respectively.The fact findings of the studies are as follows.1 In the TOKYO metropolitan area, most cities of rank 1~4, saw population increases. Inthe cities of the TOKAI area, including the Nagoya city, population size rank 1, thesimilar trend was found. Whereas, in the KINKI area, as a whole, including Osaka,Kyoto and Kobe, the same rank cities, the population increase was less vigorous whencompared with TOKYO and TOKAI areas.2 In the southwest areas, including Hiroshima and Fukuoka, population size rank 1,remarkable population increases were marked among many of neighboring cities. Incontrast, other areas, especially in the northeast areas, many cities experiencedpopulation decreases. Thus, as a whole, more than half of capital cities of prefectures inJapan saw population decreases between the years 2000 and 2005.3 In other areas, excluding TOKYO, TOKAI and KINKI areas, the cities whichexperienced population increases are fewer than those which experienced populationdecreases, specifically among the cities of middle and small size, populations rank 2 and3. The cities where the population has increased are identified as satellite towns ofneighboring larger-sized cities and they are absorbing population overflow from theirsuburbs or rural areas.
