• This paper overviews population transfers between local areas in Japan. From the 1960s to the early 1970s, the Japanese high rate of economic growth caused inflows of population remarkably from local areas to major cities, such as Tokyo and Osaka. After the oil crises in the 1970s, Japan suffered a recession which seriously depressed urban economies rather than local ones. Under this circumstance, since latter half of the 1970s, net population outflow from Tokyo and Osaka had began. This trend of population outflow continued until the first half of 1990s in Tokyo and Osaka. In Osaka, this trend has still been continuing. In the early 1980s, the Japanese economy started picking up, helped by the expansion of exports. This recovery was more vigorous in urban areas than in local areas. Thus, population inflows to major cities except Tokyo and Osaka, expanded until around 1987. Then, this excessive economic expansion came to the stage of economic bubble in the late 1990s. During the bubble period, building construction was booming in big cities across the country. Land sharks drove people out of their lands to suburbs. Thus, land prices rose remarkably and remained high even after the bubble burst in the first half of 1990s. People looked for their homes in the suburbs where land prices were relatively cheap. In this period, population transfer from major cities to local areas increased. Since the late 1990s, the Japanese economy has gradually gained recovery. This recovery in local areas was weak, compared with that in major cities, Therefore, during this time, population inflows to major cities from local areas took place. Tokyo regained net population inflow in the latter half of the 1990s. This inflow is still continuing. As mentioned above, in Japan, the direction of population transfer between major cities and local areas depends upon current economic conditions. In addition, the long time trend of accumulation of human activities and facilities in urban areas influences this population transfer. Therefore the current situation of population transfer should be watched carefully.
