The work of ensuring the suitability of Rule requirements in surveying ships during classification or conversion is as important a task for the Society as the conducting of field surveys. This work includes not only checking the suitability of class rules but also the development and maintenance of the Rules themselves. At present, only an expert can do these tasks because they normally require a high level of technical knowledge and expertise. Hence, it is not possible to develop a computer system for this purpose using simple data processing techniques. An intelligent data processing technique is necessary for this type of system. Unfortunately, there has been no established method for implementing such high-level intelligent systems to date. Even though it is technically feasible, the cost of building such a system would be too great compared to the benefits that could be gained in terms of improved effectiveness. This unfavorable cost-benefit analysis has thus far prevented the efficiency of this work from being improved using computers. Although the authors have been investigating small systems for the last several years, these systems were only prototypes and have not been put into practical use for the reasons mentioned above. To overcome this problem, it is necessary to create an integrated environment for data processing that includes intelligent data processing techniques in order to assist human work. In such an environment, data would be used in various ways to attain improved effectiveness, and favorable cost efficiencies could then be achieved. From this viewpoint, the authors have begun research in which the effectiveness of this integration is examined by applying it to the work mentioned above as a case study. The following functions must be realized: to check for any formal inconsistencies with the Rules, to improve the efficiency of Rules publishing, to integrate various strength calculation programs, and to implement a system capable of performing Rule checking automatically. A polymorphic database, consisting of the aggregate of each data structure suitable for various applications, is necessary for this purpose. A database for ship particulars would also need to be integrated into such a system. Although the overall framework of the system is still under consideration, a prototype has been developed and investigated with various components of the system. This paper presents an outline of this system, results of the technical studies done regarding a number of select topics, and discusses problems to be addressed in the future.
