(1) A sustainable welfare indicator the "Human Satisfaction Measure (HSM)," was proposed by the author in 2000. It's latest Version HSM ver. 3 was developed with the involvement of Hong X. Nguyen. Aiming at the utilization of HSM into policies, the author conducted the weighting survey on six categories that constitute the HSM according to the Analytic Hierarchy Process (AHP) method (Warren, 2004) with the help of Nobuyuki Kimata. This paper is the results that author re-evaluates time-series HSM ver.3 data for 15 countries using the result of the data developed from AHP method and evolved Version 4 of the HSM, and attempts to analyze the new data and also open-ended answers of the survey using many figure and table. (2) Among several hundreds of definitions of the "sustainable development" of a society, major ones are i) development that guarantees the environmental right and the right to live for future generations without "intergenerational exploitation" and ii) development that balances out the triple bottom line of the "society," "environment" and "economy." The HSM, a sustainable social welfare indicator, proposed and being developed by the author with the assistance of co-researchers written above, is in accordance with the idea described in ii) above. (3) The HSM is superior to other social indicators in that it embodies the sustainable development. (4) In order to make the HSM easier to use for the utilization into policies, "Questionnaire on Ideal Society" weighting survey on the six categories (web-based nationwide questionnaire survey with 6,001 samples, of which 2,109 samples were collected without invalid answers) was conducted with the AHP (Analytic Hierarchy Process) method (analysis method based on a hierarchy structure). Based on the results of the survey, weighting coefficients were calculated. The order of the weighting is as follows: "Increase in primary education enrollment ratio" (1.23) "Reduction of unemployment ratio" (1.21) "Reduction of infant mortality ratio" (1.18) "Reduction of ecological footprints" (1.08) "Reduction of Gini coefficient" (0.92) "Increase in women's 4-year university advancement ratio" (0.38) (5) With the weighting coefficients, Version 3 of the HSM was re-evaluated to draw graph as Version 4 of the HSM. (6) A cross analysis of weighting coefficients for each category by attributes of age, occupation and annual income, other than gender, does not present any remarkable feature common to the relevant attribute. This means that the public in Japan would establish his/her own values irrespective of his/her demographic attributes, and that this survey itself demands it. (7) Weighting coefficients for the triple bottom line of the "society," "environment" and "economy" asked in the same questionnaire survey are 0.403 for the "environment," 0.301 for the "society" and 0.295 for the "economy." This means that the public in Japan has a keen interest in the environment while being relatively less interested in the economy, indicating the need to make a recommendation on this matter for the current policy planning. (8) At the same time, open-ended answers of the questionnaire from 1,756 samples were analyzed with True Teller^[○!R] text mining application from Nomura Research Institute to extract key words through the ranking and mapping of words. The key words definitely highlight what the public in Japan really needs to realize a society where sustainable development is possible. It boils down to the followings: "Society" - Society without gap, crime, war and anxiety; peaceful life; stabilization of a family; old-agewelfare that enables a life with feeling secure; leeway; an effort is rewarded "Environment" - Global environment; environment without destruction; compatibility with economy "Economy" - Stable life; income; job; leeway Such picture drawn by the public in Japan should be incorporated into the policy planning in the future.
