In this paper, we present the optimal position gain matrix of a linear filter for three-dimensional target tracking using a constant velocity target model under the condition that the steady state errors for a constant acceleration target are constant. In our proposed method, we assume that the process noise is the zero vector. We also derive a new α-β filter from our proposed method. We illustrate that the tracking performance of a new α-β filter is better than that of an α-β filter derived from Kalman filter equations or fading memory filter equations using constant velocity target model.
