Access of disabled students to higher education, i.e. adoption of universal design in higher education, is advancing rapidly. The theme of this study will be limited to higher education and hearing impairment. The purposes of this study are (1) to focus on both hearing-impaired students and on support students and to clarify the needs of both with regard to support, (2) to consider "reasonable adjustment" for establishing support systems, i.e., interactions between human beings and environments, through examinations of suitable ways for adopting universal design in education that incorporate viewpoints of both impaired students and support students, and (3) to consider suitable ways for impaired students to achieve independence based on these considerations. The method used in this study mainly consists of interviews with three hearing-impaired students and three support students of Women's University A. This study revealed that "communication empowerment" is being put into practice by both hearing-impaired students and support students in the process of adopting universal design in education.
