Following the previous report of GHK-TV-a local cable TV system, I want to examine another local cable system, CAS-TV (Cable Shinki). Taking up these two examples, I wish to explore a little further into the roles and functions of a local cable system as a community media. CAS-TV started broadcasting in 1965, two years after GHK-TV, in Singu City-a mountainous area where there were no convenional TV stations available. At the best days of it's operation, there were forty thousands viewers, and CAS-TV televised nearly six hours a day through the joint subscripton line of common antenna television. The system was broadcasting a wide range of programs from local news, weather reports, local events, to educational and entertainment programs. In those days CAS-TV was the largest cable system in Japan. After four years, in the same way as GHK-TV, CAS-TV ended it's services when a relay station was set up in this area allowing people to watch nation wide major TV networks. While these two organizations represent the early cable systems in Japan, they were slightly different each other. GHK-TV was cooperative business of small sacle, the staff members were all volunteers and amateurs. On the other hand CAS-TV was a private enterprise and had permanent staff. The former broadcast only live but the latter mainly recorded programs. In examining and comparing these two similar but different stations, interms of history, quality of programming, and their sender and receiver relation, I wish to clarify the limits and the possibilities of a local television as a form of community media.
