• The "Law of Teacher's Certificate" was revised in December, 1988. Therefore, in this paper I comment on the background of this revision of the law and then discussed points revised by this new law. In order to consider the improvement of teachers' training, I examined the historical changes of "images of teachers": 1) image of a teacher as a holy order, 2) image of a teacher as a laborer, 3) image of a teacher as a professional specialist. Furthermore, I reconfirmed the ideal of teachers' training and discussed problems of deregulation of college curriculum. In particular, general and liberal education in college or university was diminished because of deregulation ("TAIKOHKA") of college curriculum. Consequently the open system of teachers' training has had to face the crisis of collapse. In conclusion, I proposed a way to implement "teaching practice" (three credits) from this fiscal year on.
