As Popper's arguments range over various fields, it is not easy to comprehend his thought in a unified way. Yet, there are key concepts that may often serve to bridge the gap between the various fields. One such key concept is the principle of accountability, which he describes as the necessary condition of the 'scientific' determinism that he criticizes intensively. The principle of accountability can be regarded as a juncture of Popper's cosmology, represented in his indeterminism, and his methodology of falsifiability. Furthermore, the principle is a key to resolve a prima fade inconsistency within his thought, in the very relation between his indeterminism and his theory of falsifiability. In this paper, I shall try to resolve this prima facie inconsistency in terms of the principle, and clarify some of the significance of Popper's falsificationist methodology.
