The phenomenon of bicycles parked improperly and illegally on sidewalks and streets is a structural problem which is difficult to resolve. There are no-bicycle-parking zones on sidewalks and streets around Tokushima Station. However, there are many bicycles parked illegally there, although there are low-cost or free bicycle parking lots nearby. As part of a Social Survey class at Shikoku University, about 25 students and the authors executed a quantitative survey of bicycles parked on sidewalks and streets in this zone. The zone was divided into 15 sub-zones and the students were also divided in groups so that each group could study a few sub-zones. As a result, a peak time for illegally parked bicycles was confirmed ; the peak time on weekdays (from Monday to Friday) is between 18:00 and 18:30, and between 15:30 and 16:00 on weekends.
