In 1999,the Law of Private Finance Initiative (PFI) was implemented in Japan. It aims at making infrastructure development more efficient and transparent through market mechanisms. Actions of private companies tend to be more economical, effective and efficient than those seen in the case of the public sector. And they also invest in more risky projects for social capital. This is a so-called PFI. After five years, the number of PFIs reached ISS.They are mostly - i.e. in 25% of all PFI-cases in Japan-used for school facilities improvement. The question is if PFIs can be considered an effective way to develop infrastructure. As an example, I analyze a PFI plan whose target is the improvement of Tokushima Municipal High School. In the conclusion, I demonstrate four different points that may improve this specific PFI as well as other PFIs, too.
